The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant, Junior Grade Russell B. Read, United States Navy (Reserve Force), for distinguished service in the line of his profession when called upon to take Command of the U.S. Hydroplane Base at Dunkirk after his Chief had disappeared, and maintaining this unit up to a high standard of activity and military efficiency.
