The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Herbert McLean Purdy, United States Navy (Reserve Force), for distinguished and heroic service as Pilot of an Airplane acting in the War Zone, and especially for the bombing of an enemy submarine on 21 September 1918, with the result that the submarine is believed to have been destroyed.
