The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Archibald L. Parsons, United States Navy, for exceptionally meritorious service in a duty of great responsibility as Assistant Chief of Bureau of Yards and Docks, and in charge of the Division of Design, which prepared the plans and specifications for all public works of the Navy.
