The President of the United States of America takes pleasure in presenting the Navy Cross to Ensign Cornelius J. O’Connor, United States Navy (Reserve Force), for distinguished and heroic service as a Pilot of Seaplanes making flights for patrolling the sea and bombing enemy coasts, showing at all times a high spirit of courage and of duty. His outstanding courage and determined skill were at all times inspiring and in keeping with the highest traditions of the United States Naval Service.
