The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Frank L. Muller, United States Navy (Reserve Force), for distinguished and gallant service as an officer of the U.S.S. TICONDEROGA on the occasion of the engagement of that vessel with a submarine 30 September 1918.
