The President of the United States of America takes pleasure in presenting the Navy Cross to Captain Roscoe Charles Moody, United States Navy, for exceptionally meritorious service in a duty of great responsibility as Head of the Department of Mathematics at the U. S. Naval Academy, and later as Commanding Officer of the U.S.S. MAINE in the Atlantic Fleet, during World War I.
