The President of the United States of America takes pleasure in presenting the Navy Cross to Captain Luke R. McNamee, United States Navy, for distinguished service in the line of his profession while serving with the Chief of Naval Operations as a Member of his advisory staff in Paris, France, preliminary to the armistice and during the deliberations incident to the preparation of the naval terms of peace with Germany during World War I.
