The President of the United States of America takes pleasure in presenting the Navy Cross to Ensign George H. Ludlow, United States Navy (Reserve Force), for extraordinary heroism as Pilot of a Chase Plane on 21 August 1918, in a patrol for dropping propaganda on Pola, and in an attack on a superior force of land planes.
