The President of the United States of America takes pleasure in presenting the Navy Cross to Ensign Kenneth B. Keyes, United States Navy (Reserve Force), for distinguished and heroic service as a naval aviator attached to the British Royal Air Station at Felixstowe, England, and especially for his services on the occasion of the encounter with a number of enemy machines during which one of these machines was destroyed and another one seriously damaged.
