The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Commander William R. Kennedy, United States Navy (Reserve Force), for distinguished service in the line of his profession while in Command of the U.S.S. Arethusa in contact with an enemy submarine on 6 June 1918, upon which occasion it is believed that two hits were made by the gun crews of the Arethusa.
