The President of the United States of America takes pleasure in presenting the Navy Cross to Ensign Donald M. Hicks, United States Navy (Reserve Force), for distinguished service in the line of his profession while attached to the U.S.S. OLYMPIA, accompanying the North Russia expeditionary forces, in command of a detachment of seamen operating on shore, where he took a conspicuously courageous part in all the fighting and marching encountered by the force of which he formed a part.
