The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant, Junior Grade Fred O. Goldsmith, United States Navy (Reserve Force), for exceptionally meritorious and distinguished service while in Command of the U.S.S. John Collins, engaged in the important and hazardous work of clearing the North Sea of mines during World War I.
