The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Irvin Van Gorder Gillis, United States Navy, for distinguished service in the line of his profession as Naval AttachŽ at Peking, China, in which capacity his knowledge of the language enabled him to render special service in Intelligence work and in obtaining information concerning various matters of great importance to the Government.
