William Freeland Fullam graduated from the Naval Academy in 1877. He served in Cuba during the Spanish American War and later was acting aide to Secretrary of the navy Josephus Danield, before being appointed Superintendent of the Academy. Serving in World War I, he earned the Navy Cross, before retiring in 1919 as a Rear Admiral.
