The President of the United States of America takes pleasure in presenting the Legion of Merit to Vice Admiral Charles Seymour Freeman, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander of the Northwest Sea Frontier from 7 December 1941 until 1 December 1942. Admiral Freeman devised sound and comprehensive measures in combating enemy encroachment in that territory.
