The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Albert C. Fraenzel, United States Navy, for distinguished service in the line of his profession as Commanding Officer of the U.S.S. William Johnson, engaged in the difficult and hazardous operation of sweeping for and removing mines of the North Sea Mine Barrage under exceptionally difficult conditions.
