The President of the United States of America takes pleasure in presenting the Navy Cross to Engineman First Class Stacy R. Flowers, United States Navy, for extraordinary heroism at his own risk of life. Engineman First Class Flowers performed most meritorious service to the Government in entering the engine room of the U.S.S. CUYAMA on 19 September 1918, when filled with ammonia fumes, and performed rescue and repair work.
