The President of the United States of America takes pleasure in presenting the Navy Cross to Chief Machinist’s Mate Frank R. Fisher, United States Navy, for extraordinary heroism while serving on the U.S.S. CASSIN on 15 October 1917. After the torpedoing of that vessel on the explosion on board, Chief Machinist’s Mate Fisher went into a compartment from which smoke was pouring, and into which a magazine opened, together with two officers to inspect conditions in the magazine, and locate the source of the fire. Afterwards, with others, he was untiring in shoring up bulkheads, etc. setting a splendid example to others.
