The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Roy Philip Emrich, United States Navy, for distinguished service in the line of his profession in Command of the U.S.S. BARRY and later the U.S.S. GREGORY, engaged in the important, exacting and hazardous duty of escorting troops and cargo ships through waters infested by enemy submarines and mines during World War I.
