The President of the United States of America takes pleasure in presenting the Navy Cross to Rear Admiral (Retired) Albert Caldwell Dillingham, United States Navy, for exceptionally meritorious service in a duty of great responsibility, for excellent and thorough work in charge of the development of the Naval Operating Base at Hampton Roads, Virginia. Rear Admiral Dillingham’s duties were performed with marked ability and excellent judgment.
