The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Evans R. Dick, Jr., United States Navy, for distinguished service in the line of his profession as Commander of the U.S.S. C-36 and Submarine Chaser Unit 4, engaged in the important, exacting, and hazardous duty of patrolling the waters of the War Zone and operating against enemy submarines and patrol vessels, and especially for taking part in attacks upon enemy submarines on 21 August 23 August and 2 September 1918.
