The President of the United States of America takes pleasure in presenting the Navy Cross to Ensign Edward DeCernea, United States Navy (Reserve Force), for distinguished and heroic service in the line of his profession as Pilot of Seaplanes engaged on anti-submarine patrol and especially for an attack upon an enemy submarine on 13 August 1918, in which the submarine is believed to have been destroyed.
