The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant, Junior Grade Harry DeBarr, United States Navy, for exceptionally meritorious and distinguished service while in Command of the U.S.S. Thomas Laundry, engaged in the important and hazardous work and clearing the North Sea of mines during World War I.
