The President of the United States of America takes pleasure in presenting the Navy Cross to Captain Walter Selwyn Crosley, United States Navy, for distinguished service in the line of his profession as Naval Attach at Petrograd, and for conducting a party of Americans out of Russia in April, 1918, under difficult and trying conditions. Later, from March 1918, to the conclusion of the war, as Naval Attach at Madrid, Captain Crosley’s services were of a high order.
