The President of the United States of America takes pleasure in presenting the Navy Cross to Quartermaster First Class Russell F. Coash, United States Navy (Reserve Force), for distinguished service in the line of his profession as an Observer in an Airplane flight over the North Sea. On 13 August 1918, Quartermaster First Class Coash released bombs which seriously damaged a submarine.
