The President of the United States of America takes pleasure in presenting the Navy Cross to Ensign Hugh G. Campbell, United States Navy, for distinguished service in the line of his profession as a Pilot of airplanes, in which capacity Ensign Campbell showed exceptional daring and fought several times within the enemy’s lines, attacking at low altitudes.
