The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral (Retired) Harry Lerch Brinser, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Inspector of Naval Material, New York, from 5 January 1942 to 6 September 1945. By his intelligent, skillful and aggressive leadership in the administration of his office, Admiral Brinser has made a brilliant contribution to the execution of the Navy’s unprecedented accomplishments in the production of ships and material of every type. His enthusiasm, keen interest, and willingness to undertake any task assigned to him have been an inspiration to all who have come in contact with him. His persistence and success in completing those tasks has contributed markedly to the war effort.
