Frank Fletcher graduated from the U.S. Naval Academy at Annapolis, Class of 1875. He was the uncle of Frank J. Fletcher who earned the Medal of Honor as a Naval Lieutenant during the Vera Cruz action. He retired as a Rear Admiral in the U.S. Navy.

    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Rear Admiral Frank Friday Fletcher, United States Navy, for exceptionally meritorious service in a duty of great responsibility in connection with the operations of the War Industries Board during World War I. As a member of the Board Rear Admiral Fletcher rendered, through his broad vision and distinguished capacity, services of inestimable value in marshaling the industrial forces of the Nation and mobilizing its economic resources–marked factors in assisting to make military success attainable. As one of the service representatives on the Board his sound judgment and wide knowledge of military and naval matters contributed markedly to the successful prosecution of the war.

    The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Rear Admiral Frank Friday Fletcher, United States Navy, for distinguished conduct in battle, duiring the engagements of Vera Cruz, 21 – 22 April 1914. Under fire, Rear Admiral Fletcher was eminent and conspicuous in the performance of his duties; was senior officer present at Vera Cruz, and the landing and the operations of the landing force were carried out under his orders and directions. In connection with these operations, he was at times onshore and under fire.
