The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral Burrell Clinton Allen (NSN: 0-1620), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Liaison Officer on the Staff of Commander, Western Sea Frontier, from March 1942 to April 1943; and as Deputy Commander, Western Sea Frontier, with additional duty as Chief of Staff, from April 1943 to February 1944. Assuming a position of vital responsibility during a time of great crisis, Rear Admiral Allen exercised sound judgment and outstanding executive ability in operating a highly effective organization and in coordinating with other military agencies to share the responsibility of making our West Coast ready to meet and counter any possible attack. By his broad vision, splendid cooperation and tireless efforts in the execution of important and exacting duties during a critical period of Pacific warfare, Rear Admiral Allen rendered valuable service to his country and his conduct throughout was in keeping with the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Burrell Clinton Allen (NSN: 0-1620), United States Navy, for distinguished service in the line of his profession as Commanding Officer of the U.S.S. SAMPSON and later the U.S.S. DENT engaged in the important, exacting, and hazardous duty of patrolling the waters infested by enemy submarines and mines, protecting vitally important convoys of troops and supplies through these waters in offensive and defensive action, vigorously and unremittingly prosecuted against all forms of enemy naval activity during World War I.
