The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major Davis B. Wills (MCSN: 0-3619), United States Marine Corps, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I, as Chief Paymaster of the United States Marine Corps. Major Wills performed arduous and complex duties under most trying conditions. Displaying rare initiative and administrative ability, he organized and conducted his department in such a manner as to relieve combat units of a mass of detail and administrative work. He was tireless in devotion to duty, able in its execution.
