The President of the United States of America takes pleasure in presenting the Navy Cross to Captain Frank Whitehead (MCSN: 0-1051), United States Marine Corps, for extraordinary heroism while serving with the 5th Regiment (Marines), 2d Division, A.E.F. in action near St. Etienne, France, 4 October 1918. Although severely wounded, Captain Whitehead showed exceptional coolness and bravery in his selection of machine-gun sites and in routing the enemy while under heavy machine-gun fire.
