    The President of the United States of America takes pleasure in presenting the Navy Cross to Corporal William H. Skaggs (MCSN: 87698), United States Marine Corps, for extraordinary heroism in action while serving with the 6th Regiment (Marines), 2d Division, American Expeditionary Forces, near Vierzy, France, on 19 July 1918. Although seriously wounded in action, Corporal Skaggs carried a wounded comrade six kilometers to a dressing station under terrific enemy fire.
