Skaggs (MCSN: 87698/120988), United States Marine Corps, is cited by the Commanding General, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Corporal Skaggs distinguished himself by gallantry in action while serving with the 76th Company, 6th Regiment (Marines), 2d Division, American Expeditionary Forces, in action at St. Etienne, France, 8 October 1918, in bringing important information to his platoon commander under heavy shell and machine gun fire.

Skaggs (MCSN: 87698), United States Marine Corps, for extraordinary heroism in action while serving with the 6th Regiment (Marines), 2d Division, American Expeditionary Forces, near Vierzy, France, on 19 July 1918. Although seriously wounded in action, Corporal Skaggs carried a wounded comrade six kilometers to a dressing station under terrific enemy fire.
