By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant Frank J. Simon (MCSN: 87640/120987), United States Marine Corps, is cited by the Commanding General, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Sergeant Simon distinguished himself by gallantry in action while serving with the 76th Company, 6th Regiment (Marines), 2d Division, American Expeditionary Forces, in action in the Champagne sector, France, 3 – 10 October 1918, in carrying important messages under heavy artillery and machine gun fire.;

War Department, General Orders No. 46 (1919)The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to Sergeant Frank J. Simon (MCSN: 87640), United States Marine Corps, for extraordinary heroism while serving with the Seventy-Sixth Company, Sixth Regiment (Marines), 2d Division, A.E.F., in action near St. Georges, France, 1 November 1918. Advancing with two other men alongside of a tank, in front of his company, Sergeant Simon encountered terrific enemy fire. After cutting their way through the wire the men in the tank and the men following Sergeant Simon were killed and he was wounded. Undaunted by his wound, he continued on alone, encountering and capturing six of the crew of the enemy machine-gun in a dugout.
