The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Private Charles Tice McCoy (MCSN: 106189), United States Marine Corps, for extraordinary heroism while serving with the Headquarters Company, Fifth Regiment (Marines), 2d Division, A.E.F., in action near St. Etienne, France, October 4 – 6, 1918. Engaged as a runner, Private McCoy demonstrated the highest courage in carrying messages over hazardous territory under constant shell and machine-gun fire.
