The President of the United States of America takes pleasure in presenting the Navy Cross to Sergeant Joe Carter (MCSN: 152887), United States Marine Corps, for extraordinary heroism while serving with the 5th Regiment (Marines), 2d Division, A.E.F. in action north of Vierzy, France, 18 July 1918. Sergeant Carter gave a striking proof of bravery by following a tank with two Moroccans, in spite of an intense machine-gun fire. He captured sixty-three prisoners, one of them an officer.

Sergeant Carter distinguished himself while serving with the 49th Company, Fifth Regiment (Marines), 2d Division, American Expeditionary Forces at St. Etienne, France, 2 to 10 October 1918.
