The President of the United States of America takes pleasure in presenting the Navy Cross to Private Carter Leonard Anderson (MCSN: 99206), United States Marine Corps, for extraordinary heroism while serving with the 76th Company, 6th Regiment (Marines), 2d Division, A.E.F. in action near St. Etienne, France, 3 October 1918. After his platoon had been halted by enemy machine-gun fire, Private Anderson exposed himself to heavy enemy fire to attack the enemy position. In spite of the enemy fire, he advanced and with his automatic rifle, delivered an effective fire on the enemy. He was later severely wounded while defending his position against an enemy counter-attack.
