Captain Watkins distinguished himself by gallantry in action while serving as Aide-de-Camp, 6th Brigade, American Expeditionary Forces, in action during the Meuse-Argonne Offensive, France, 8 – 14 October 1918, while reconnoitering the enemy positions under fire.

While serving as Aide-de-Camp, with Headquarters, 6th Infantry Brigade, 3d Division, American Expeditionary Forces, Captain Watkins displayed extraordinary heroism and devotion to duty during the Meuse-Argonne Offensive, 1 to 27 October 1918. Captain Watkins made numerous trips to the front, reconnoitering advanced positions, under heavy artillery and machine gun fire, bringing back information which was invaluable to the Brigade Commander.
