First Lieutenant (Corps of Engineers) Perry distinguished himself by gallantry in action while serving with Company D, 6th Engineers, American Expeditionary Forces, in action on 30 March 1918, at Abancourt, France, and by his brilliant leadership.

Perry, United States Army, is cited (Posthumously) by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 6th Engineer Regiment, 3d Division, American Expeditionary Forces, on 29 March 1918, after his company had been forced to retired from a front line position, Lieutenant Perry reorganized his platoon and led them back, gained the trench and held it.

Perry, United States Army, is cited (Posthumously)by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 6th Engineer Regiment, 3d Division, American Expeditionary Forces, on 30 March 1918, when a traverse was hit by a shell, burying several of his men, Lieutenant Perry exposed himself to enemy rifle fire in digging them out and repairing the parapet. While dressing he wounds of these men he was killed by machine gun fire from an enemy aeroplane.
