By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Floyd E. Motter (ASN: 2338746), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company E, 4th Infantry Regiment, 3d Division, American Expeditionary Forces, on the night of 5 October 1918, near Bois de Cunel, during a heavy shell and gas bombardment, Private Motter, a 2d Battalion runner, after making several trips to his battalion, volunteered to deliver a message to the 3d Battalion commander after the 3d Battalion runners had made repeated efforts to deliver the message and had failed. Private Motter, going over shell-swept ground, located the 3d Battalion and delivered the Message.
