Motter (ASN: 2338746), United States Army, is cited by the Commanding General, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Private Motter distinguished himself by gallantry in action while serving with Company E, 4th Infantry Regiment, 3d Division, American Expeditionary Forces, in action in the Foret de Fere, France, 25 July 1918, in voluntarily carrying messages through heavy gas and shell bombardment.

While serving with Company E, 4th Infantry Regiment, 3d Division, American Expeditionary Forces, on the night of 5 October 1918, near Bois de Cunel, during a heavy shell and gas bombardment, Private Motter, a 2d Battalion runner, after making several trips to his battalion, volunteered to deliver a message to the 3d Battalion commander after the 3d Battalion runners had made repeated efforts to deliver the message and had failed. Private Motter, going over shell-swept ground, located the 3d Battalion and delivered the Message.
