By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant R. A. Morrow (ASN: 2338742), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company E, 4th Infantry Regiment, 3d Division, American Expeditionary Forces, Sergeant Morrow displayed exceptional heroism during an attack on Hill 299, on 22 October 1918. He remained in the advance line after other men had either been killed, wounded or withdrawn. He succeeded in holding up a small counter attack later in the day by firing into the advancing line, making the enemy seek cover and remain in their positions until reinforcements arrived.

Sergeant Morrow distinguished himself by gallantry in action while serving with Company E, 4th Infantry Regiment, 3d Division, American Expeditionary Forces, in action near Cunel, France, 22 October 1918. With the aid of another soldier, he held off an enemy counter-attack.
