By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Charles H. Ielfield and Private Joseph T. Moran, United States Army, are cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded them. While serving with Headquarters Company, 10th Field Artillery Regiment, 3d Division, American Expeditionary Forces, on the night of 14 July 1918, near St. Eugene, the telephone line between the battalion and the batteries was shot out. This line was laid along a road which was under terrific fire from the enemy. They courageously volunteered to repair the line in utter disregard of enemy fire and continued nobly at their work throughout the night in an effort to keep up liaison.

Private Moran distinguished himself by gallantry in action while serving with Headquarters Company, 10th Field Artillery Regiment, 3d Division, American Expeditionary Forces, in action near St. Eugene, France, 14 July 1918, in voluntarily repairing telephone lines under terrific enemy fire.
