By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Lieutenant (Medical Corps) Douglas H. Mebane, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the Medical Detachment, 10th Field Artillery Regiment, 3d Division, American Expeditionary Forces, Lieutenant Mebane exhibited conspicuous bravery and exceptional devotion to duty under heavy gas and shell fire. He continued his duties as the only medical officer, the Senior Surgeon having been wounded, for a period of forty hours. During this time he personally dressed and cared for and assisted in the evacuation of over a hundred wounded, all of this under the heaviest shell fire. But for Lieutenant Mebane’s courage and devotion to his duties, many lives that were saved would undoubtedly have been lost.
