By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Major W. S. Maxwell, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Headquarters, 6th Infantry Brigade, 3d Division, American Expeditionary Forces Major Maxwell, while moving Brigade Headquarters from position in Montfaucon to Cierges during the Meuse-Argonne campaign, the Brigade train was blocked by congestion of roads. Enemy artillery began violent bombardment of this section, Major, regardless of personal, safety voluntarily assumed charge of the situation and with dispatch directed movements of traffic, and cleared the road thus saving many lives and valuable materiel, several of the trucks being loaded with artillery shells and other ordnance supplies.

Major (Infantry) Maxwell distinguished himself by gallantry in action while serving with the 30th Infantry Regiment, 3d Division, American Expeditionary Forces, in action near Villette, France, 10 August 918, in securing valuable information under fire.
