By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Second Lieutenant (Infantry) Steve B. Marcum, United States Army, is cited by the Commanding General, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Second Lieutenant Marcum distinguished himself by gallantry in action while serving with Company L, 30th Infantry Regiment, 3d Division, American Expeditionary Forces, in action near Crezancy, France, 15 July 1918, in three times moving his platoon through an enemy barrage and occupying his position in an open field.

Marcum, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company L, 30th Infantry Regiment, 3d Division, American Expeditionary Forces, on the night of 15 July 1918, near Crezancy, France, Lieutenant Marcum moved his platoon three times through the barrage and occupied his position in an open field, throughout the whole action, displaying coolness and unquestionable courage. On 23 July 1918, Lieutenant Marcum advanced his platoon as a part of the Company about two kilometers, being under shell fire the entire time. He also participated in the counterattack made by his company on 15, July 1918.
