Kemper (ASN: 542082), United States Army, is cited by the Commanding General, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Sergeant Kemper distinguished himself by gallantry in action while serving with Company M, 7th Infantry Regiment, 3d Division, American Expeditionary Forces, in action near Fossoy, France, 15 July 1918, while acting as a sniper.

While serving with Company M, 7th Infantry Regiment, 3d Division, American Expeditionary Forces, on 15 July 1918, near Fossoy, France, Sergeant Kemper was sent out to take up a sniping position and displayed bravery and energy in attacking two of the enemy operating as snipers, and at the risk of his own life, pursued them back to their lines.
