By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Henry J. Kasper, United States Army, is cited by the Commanding General, 1st Division, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Private Kasper distinguished himself by gallantry in action while serving with Ambulance Company, 1st Division, American Expeditionary Forces, in action during World War I. Private Kasper while evacuating patients made 17 trips under the observation of the enemy and during heavy shell fire; after being relieved he voluntarily took the place of a disabled fellow driver and continued on this hazardous duty. At other times Private Kasper has shown splendid devotion to duty in evacuating wounded men under shell fire.
