    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private John M. Collins (ASN: 549495), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company A, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, Private Dollins demonstrated extraordinary bravery in carrying messages under shell fire. Under the heavy bombardment of 15 July 1918, in the Battle of the Marne, Private Dollins, a runner attached to Headquarters, 30th Infantry Regiment, carried several messages from Headquarters, 30th Infantry Regiment, to his Company, thus enabling his Company to go forward to the aid of the 30th Infantry Regiment. Private Dollins was forced to pass two batteries of artillery which the enemy was shelling very heavily.
