By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Lieutenant (Field Artillery) Harvey A. Dean, United States Army, is cited (Posthumously) by the Commanding General, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. First Lieutenant (Field Artillery) Dean distinguished himself by gallantry in action while serving with the 76th Field Artillery Regiment, 3d Division, American Expeditionary Forces, in action during the Meuse-Argonne Offensive, France, 14 – 18 October 1918, while making reconnaissances under fire.

While serving with the 76th Field Artillery Regiment, 3d Division, American Expeditionary Forces, Lieutenant Dean displayed extraordinary heroism in the engagements before Bantheville, 12, 13, and 14 October 1918, in carrying out the most hazardous reconnaissances under the heaviest rifle, machine gun and artillery fire, thereby assisting materially in assuring the success of he mission assigned his battalion.
